Rolling Shutter

A skew distortion from cameras that scan the sensor line by line.

Rolling shutter causes vertical lines to lean or wobble during fast motion or quick pans, because the sensor records top-to-bottom rather than all at once. Stabilization can worsen it, and some tools correct it. It's a reason to pan smoothly and shoot stable.
